Immigration, Refugees and Citizenship Canada (IRCC) is looking to simplify program requirements for Express Entry – the online system used to manage applications from skilled workers – and to update the Comprehensive Ranking System (CRS) so that it’s easier to understand and better aligned with the latest research on economic outcomes. We are now inviting feedback from organizations and the public on the proposed changes.

We kindly ask that you submit your responses by May 24, 2026.

About this form

Your participation in this engagement process is voluntary. The information you provide in this submission form is collected by the Government of Canada for policy analysis purposes. Your written input will be reviewed alongside other feedback received through this engagement process to update Express Entry’s program requirements and modernize the Comprehensive Ranking System (CRS).

We’re asking you to answer a few demographic questions before submitting your feedback. This helps us understand the range of perspectives represented, and supports inclusive, evidence-based analysis. These responses will be used only in aggregate form and will not be used to identify you. We do not use your personal information for administrative or regulatory purposes, nor do we give it to other organizations that would use it for those purposes.

By completing this form, you acknowledge that your responses may be published anonymously – in full or in part – in a final report on these consultations to be released later this year. If you respond on behalf of your organization, your organization’s name may also appear in a list of all participating organizations.

We’re inviting you to share your views by answering a short set of questions on the proposed changes to program requirements for Express Entry and the Comprehensive Ranking System (CRS). You may skip any question that you do not wish to answer.

Q4 – Do you agree with combining the Federal Skilled Worker Program, Canadian Experience Class and Federal Skilled Trades Program into one program?
Q5 – Do you agree that Canadian high school or equivalent is the right minimum level of education to enter the Express Entry pool?
Q6 – Do you agree that intermediate language ability in reading, writing, speaking, and listening (Canadian Language Benchmarks (CLB) 6 / Niveaux de compétence linguistique canadien (NCLC) 6) in either English or French is the right minimum language level to enter the Express Entry pool?
