I. Description

Public Services and Procurement Canada (PSPC), Environmental Services and Contaminated Sites Management (ESCSM) is an optional provider of a wide range of environmental services to other government departments. Environmental consulting services for various projects are regularly required for PSPC and their client departments.

The scope of work varies by project and may include any combination of the consulting services identified herein, including the following: Contaminated Sites Consulting Services; Remediation Planning and Site Supervision; Environmental Impact Assessments (EIA), Permitting and Studies; and Environmental Management of Federal Facilities.

NOTE: This Request for Information (RFI) is separate from the Action Plan (FCSAP) Contaminated Sites Industry Capacity RFI (EP913-241282) posted on Canadabuys. The information gathered from this current RFI will be used by PSPC Western Region.

II. Objectives

The objectives of this Request for Information (RFI) are to:

a) Gather insights from suppliers to help PSPC evaluate and better understand the capacity of environmental engineering services firms, both Indigenous and non-Indigenous businesses, to deliver Multidisciplinary Environmental Consulting Services in Alberta, Saskatchewan, Manitoba, the Northwest Territories, and/or Nunavut;

b) Contribute to PSPC’s commitment to advancing reconciliation with Indigenous peoples by promoting greater Indigenous participation in federal government procurement activities;

c) Support PSPC’s ongoing commitment to advancing reconciliation with Indigenous peoples and, as part of that effort, to enhance Indigenous participation in PSPC procurement activities; and

d) Evaluate the capacity of Indigenous businesses to help meet the mandatory minimum target for 5% of total contract value to be awarded to Indigenous firms.

III. Nature of the Request for Information

A RFI is used when detailed information and feedback are required from suppliers. Such requests might outline a potential requirement and request suppliers to describe their ability to satisfy the requirement and to provide ideas and suggestions on how the eventual solicitation might be structured. Responses are used to assist PSPC in further developing plans for the requirement and in developing achievable objectives and deliverables.

This RFI is neither a call for tender nor a Request for Proposals (RFP). No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by PSPC, nor as authority to potential respondents to undertake any work that could be charged to PSPC. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award a contract(s) for the work described herein. As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. This RFI is simply intended to solicit feedback from industry with respect to the matters described in this RFI.

Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by PSPC to the extent permitted by the Access to Information Act), PSPC may use the information to assist in drafting Statement of Work or Evaluation Criteria (which are subject to change).

Participation in this RFI is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this RFI. Similarly, participation in this RFI is not a condition or prerequisite for the participation in any potential subsequent solicitation.

IV. Response Costs

The Government of Canada will not reimburse any respondent expenses incurred by participating in this RFI.

V. Use of Response

Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify future approaches for procuring environmental services. Canada will have the right to accept or reject any or all comments or suggestions received.

VI. Point of Contact
