Victim Complaint Form National Office for Victims, Public Safety Canada
Under the Canadian Victims Bill of Rights, victims have a right to information, participation, protection and to seek restitution. Victim is defined as an individual who has suffered physical or emotional harm, property damage or economic loss as a result of the commission or alleged commission of a criminal offence in Canada.
The National Office for Victims, at Public Safety Canada, has a responsibility to provide general information to victims of crime about the corrections and conditional release system, which applies to offenders serving a sentence longer than two years and to offenders serving a shorter sentence in provincial custody, and have applied for parole. The National Office for Victims provides general information about:
- the role victims play, their rights, and how to exercise them; and
- how to register with the Correctional Service of Canada and the Parole Board of Canada to receive information about the offender who harmed them.
If you feel as though the National Office for Victims did not provide you with this information, as you requested, you may submit a complaint for review using this form.

- ask questions about the complaint process,
- inquire about a complaint already submitted, or
- withdraw a complaint already submitted.
