Victim Complaint Form National Office for Victims, Public Safety Canada

Under the Canadian Victims Bill of Rights, victims have a right to information, participation, protection and to seek restitution. Victim is defined as an individual who has suffered physical or emotional harm, property damage or economic loss as a result of the commission or alleged commission of a criminal offence in Canada.

The National Office for Victims, at Public Safety Canada, has a responsibility to provide general information to victims of crime about the federal corrections and parole system, which applies to offenders serving a sentence longer than two years and to offenders serving a shorter sentence in a provincial jail who and have applied for parole. The National Office for Victims provides general information about:

  • victims' rights and how to exercise them; and
  • how to register with the Correctional Service of Canada and the Parole Board of Canada to receive information about the offender who harmed them.

If you feel as though the National Office for Victims did not provide you with the information you requested you may submit a complaint for review using this form.

Contact the National Office for Victims by email @ NationalOfficeForVictims@ps-sp.gc.ca to:

  • ask questions about the complaint process,
  • inquire about a complaint already submitted, or
  • withdraw a complaint already submitted.

The information provided in this form is collected for Public Safety Canada’s Canadian Victim's Bill of Rights (CVBR) complaints resolution mechanism for the purpose of addressing a complaint. Registration as a victim of crime

It is possible for victims and survivors of crime to register with the Correctional Service Canada (CSC) and/or the Parole Board of Canada (PBC) to receive information about the person who harmed them.

Tell Public Safety Canada about your complaint and how the National Office for Victims did not provide you with information you requested about the federal corrections and parole system.

Please note that the NOV does not review complaints related to provincial or territorial policing services, nor does it investigate crimes. Complaints of this nature should be directed to the appropriate police service or oversight body.
